Dr. Earl Bailey spent twenty-five years as a Lecturer at the University of Technology, Jamaica and over 15 years as a part-time lecturer at the University of West Indies, Mona. His general areas cover; Urban and Regional Planning and Land Resources Management, with emphasis on housing, spatial planning, disaster management, environmental management, construction technology, climate change/departure, planning policy, urban development planning, regional development planning and research methods and statistics.

His engagement with the GOJ saw him involved in the preparation of the National Housing Policy and Implementation Plan in 2008, National Squatter Report, 2004 and is the Author of the template for the consolidation of the Technical Services of the Housing Agency of Jamaica with that of the Ministry of Economic Growth and Job Creation.
